Electric bicycles are widely welcomed by consumers due to their low-carbon and environmentally friendly advantages. According to data from the

National Bureau of Statistics, over 50% of electric two-wheelers worldwide are produced in China. As the world's largest production base for two-

wheelers, China exports more than half of its two-wheeler output (including electric two-wheelers). The export volume is expected to exceed 20

03. Technical Requirements

The EU's new Machinery Directive 2006/42/EC (MD) came into effect on December 29, 2009. This directive applies to mobile machinery,

mechanical devices, machines for transporting people, and safety components. It is a mandatory certification for the EU market. Products

compliant with this directive, whether produced by EU-based enterprises or imported from other countries, must bear the CE marking if sold on the

EU market, indicating that the product meets the basic requirements of the EU's "New Approach to Technical Harmonization and Standardization."

The electric bicycle standard EN 15194:2017 became a harmonized standard under the Machinery Directive on March 19, 2019, thereby

becoming a mandatory requirement. Electric bicycles sold in the European market must meet the requirements of EN 15194:2017, and the

complete vehicle must bear the CE marking.

The standard requires a rated voltage not exceeding 48V, a maximum cut-off speed not exceeding 25km/h, a maximum continuous power not

exceeding 250W, and a minimum saddle height of at least 635mm. It applies to private or commercial use.

The complete vehicle must comply with the MD Machinery Directive, EN 12100 risk analysis, the WEEE Directive on waste electrical and

electronic equipment, the RoHS Directive on the restriction of hazardous substances in electrical and electronic equipment, EMC electromagnetic

compatibility, and the REACH regulation on chemicals.
